SACRAMENTO, Calif., March 15, 2011 /PRNewswire/ -- Americans suffering financial problems leading to unpaid taxes have been solicited by an explosion of new, so-called "tax relief" companies.  Companies who promise "pennies on the dollar" tax settlements, with no regulatory restraint or oversight to force them to deliver on their promises.  Promises that all too often are never kept.
