Construction in water management is a growing topic of interest in the water management industry. Construction activities are known risks which can contribute to the growth and spread of waterborne pathogens in building water systems. The purpose of the study was to integrate evidence for categorizing construction activity risk factors. These risk factors can contribute to waterborne disease in community and healthcare settings. To reduce illness, injury and death, public agencies and building owners should assure a proper building water commissioning plan is implemented prior to occupancy of any building (e.g. newly constructed, renovated, unoccupied and re-opening, change of use or occupancy, and building acquisition).
Additionally, the COVID-19 pandemic has reinforced the need for surge capacity for patient care space across the USA. As a result, alternative care sites (ACS) have been implemented to conduct healthcare operations in non-healthcare settings. Water quality could be a challenge with many ACS settings. The building water distribution system may not be safe for patient care operations including drinking, hand hygiene, bathing/showering and medical equipment operations. It is imperative to establish safe water for the adaptive reuse of healthcare operations within any ACS setting during a pandemic; waterborne disease cases and related deaths originate from opening buildings after construction activities or re-opening after periods of dormancy. Commissioning or re-commissioning building water systems may be required prior to occupancy.
