ATLANTA, June 22, 2016 /PRNewswire/ -- Utility announced today that it has issued a Video Redaction Challenge to the City of San Jose. Utility challenges the city to redact a sample video using the Taser video redaction software and compare the cost and processing time to that of Utility's automated video redaction software, Smart Redaction™. This challenge is a follow-up to a protest issued by Utility claiming that San Jose improperly evaluated Utility's technical proposals and failed to consider cost when evaluating bidders' proposals. According to Utility, this flawed procurement process could increase the overall total cost of ownership of body cameras for San Jose and could fail to meet the public's need for police accountability, transparency and privacy for both police officers and the public.
"Through this challenge we ask San Jose to publicly evaluate video redaction alternatives on an unbiased and transparent basis," said Robert McKeeman, CEO of Utility. We were surprised that San Jose would select a body-worn camera solution without considering cost and value at all. This redaction challenge will provide facts about which solution can best redact police video quickly and at low cost. San Jose should select the best solution to ensure police accountability and transparency while protecting the privacy of police officers and the public without spending more San Jose taxpayer dollars than are absolutely necessary."

Utility fully redacted this 45 minute video in six (6) minutes during the San Jose meeting, witnessed by all the San Jose Police Department staff. The redacted video is also posted on YouTube at https://youtu.be/EVQzDAPQo_w. The video challenge is for San Jose—in an open forum witnessed by independent observers—to use Taser's video-redaction software to redact this same exact 45-minute video, from start to finish. Utility asks the San Jose Police Department to record its video redaction process to complete a comparable redacted video.
