Mr. Morris stated, "I am deeply saddened by the terrible tragedy that occurred yesterday in California and therefore, I am immediately launching a training initiative on IEDs (Improvised Explosive Devices) and Improvised Explosive Formulations (HME) for first responders." We know that pipe bombs and other explosive devices were used by the suspects in both San Bernardino and Paris.
Media reports issued today, stated that California shooting suspects Syed Farook and Tashfeen Malik left multiple pipe bombs and other explosive devices at various sites associated with their killing spree on Wednesday.

They are experienced, highly trained and highly motivated.
