The Island of Guam Chooses Manatron's Integrated Property Tax Software
PORTAGE, Mich., Dec. 15, 2011 /PRNewswire/ -- Manatron, Inc., a leader in providing integrated property tax and land administration software for governments worldwide, today announced that the government of Guam has contracted Manatron to license its Government Revenue Management (GRM) software. The GRM software will ultimately provide a single, integrated property tax system for the government of Guam's taxation office, delivering an unprecedented environment that links Guam's real property tax processing with permitting and land management data across several government agencies.
The contract was awarded through local vendor Data Management Resources, LLC. (DMR), who teamed up with Manatron to replace the Guam Department of Revenue and Taxation's legacy Real Property Tax system, and convert over 30 years of data.
Given the increase of U.S. military presence in Guam, and the desire to serve the public more effectively through updated technology, the government of Guam's taxation office began searching for a software vendor who could provide numerous services to replace antiquated systems. The Department of Revenue and Taxation requested a system flexible enough to allow for customization and localization, while also including an ongoing development aspect for future add-ons. Department of Revenue and Taxation officials also required a comprehensive interface that would be compatible with other systems currently used by the Department.
The new GRM system will provide the Department of Revenue and Taxation with the ability to conduct multiple property valuations; interface with land management records, building permits, and the government's financial management system; and offer extensive data storage and retrieval, among other system improvements.
"As a result of this new system, our department will significantly improve its property valuation process and tax billing methods, which ultimately means better service to the taxpayers," said Marie Benito, deputy director at the Guam Department of Revenue and Taxation. "Our selection committee awarded the Manatron and DMR team the highest score among all submitting vendors. They easily proved themselves to be the logical choice, with a leading software product and a longstanding knowledge of our government and its systems."
With over 30 years of service to the government of Guam, prime contractor DMR is a leading Guam IT vendor. By teaming with DMR, Manatron expects to go-live on GRM in 2012.
"The Department of Revenue and Taxation should be commended for its foresight and eagerness to provide increased services to the residents of Guam through better technology," said Manatron president and CEO Bill McKinzie. "As Manatron continues its growth into the land administration market across the globe, we are pleased the government of Guam has shown the confidence in our team and our software to provide for their needs."
"We are excited to work with Manatron on this project for the government of Guam," said Richard C. Taitano, chief executive officer of Data Management Resources. "We believe with this new integrated real property tax environment, the government will increase productivity tremendously. Guam will be well positioned for the future with this industry-leading technology."
Manatron noted the project was made possible through the support of the US Department of Education (USDOE) and funded by the State Fiscal Stabilization Fund Program, Government Services Fund, administered by the USDOE and awarded to the Office of the Governor as Grant Award Notice S397A090055, CFDA/Subprogram No. 84.397A.
