Announces Addition Of Three New Experts To Utilities Practice
CAMBRIDGE, Mass., Jan. 14, 2013 /PRNewswire/ -- The Brattle Group, a global economic consulting firm, announced today that Ira Shavel, Bruce Tsuchida, and Pablo Ruiz have joined the firm's utilities practice.

Dr. Ira Shavel, an energy economist with over 30 years of experience in the energy industry, specializes in the economics and operations of the U.S. electric power system, generation and transmission investment, and environmental strategy. Prior to joining Brattle, he was a Vice President at Charles River Associates (CRA), where he led the development of the National Energy and Environment Model (NEEM) and contributed to its integration with the Multi-Region National Macroeconomic Model.
Dr. Shavel also has broad experience in the use and development of several other models of North American power systems. He has performed work on fuel, resource adequacy, and environmental compliance for a wide range of clients, including generation and transmission companies, natural gas pipelines, energy marketers, merchant developers, industry research groups, and federal agencies. He has provided testimony before the Federal Energy Regulatory Commission (FERC), state regulatory agencies, and the Ontario Energy Board.
Mr. Bruce Tsuchida joins Brattle with over 20 years of experience in domestic and international power generation development, utility operation, and power market analysis. He specializes in the analysis of wholesale electric markets and modeling, including renewable integration studies, ancillary service analyses, valuations of transmission and generation assets, deliverability analyses, RTO cost benefit analyses, market power studies, and contract evaluation. Prior to joining Brattle, Mr. Tsuchida was a principal at CRA.
Dr. Pablo Ruiz is an economist and electrical engineer with nearly 10 years of experience in electric power systems analysis and research. He specializes in renewable power integration, as well as the modeling and analysis of the transmission system and wholesale electricity markets. Prior to joining Brattle, Dr. Ruiz was an Associate Principal at CRA.
