Texas animal owners declare victory as the 84th Legislative Session adjourns!
Domestic pets are now the "canary in the coal mine" due to the radical animal rights extremists' agenda to end all use of animals for any reason, including pet ownership, says Responsible Pet Owners Alliance!
SAN ANTONIO, June 10, 2015 /PRNewswire-USNewswire/ -- Each legislative session, certain bills are proposed under the guise of "animal welfare" when they are agenda driven. However if the extremists told the truth, they would never get their legislation passed. These bills are deceptively labeled and contain convoluted text written to deliberately deceive media and legislators, who seldom have time to read the bills anyway. Legislators file bills as campaign promises many times; not realizing the repercussions of the bill's language on responsible pet owners.
Humane Society of the United States (HSUS), Texas Humane Legislative Network (THLN), and ASPCA hold a joint lobby day at the Capitol in Austin each session to gin up their cult-like followers. THLN president Cile Holloway told conference attendees in 2010: "In Texas it is virtually impossible to get anything passed having to do with livestock, cattle, chickens, swine, etc. The only thing that Texas citizens will stomach is legislation addressing domestic pets (dogs and cats)."
A THLN misnamed "Tethering Bill" failed that would have outlawed most dog houses in the state due to a provision that dogs must be able to "stand erect." It regulated "all outdoor unattended dogs," not only tethered dogs as publicly stated. THLN claimed the existing Tethering Law was unenforceable, yet they were the ones who wrote it in 2007!
Texas already has an Animal Cruelty Law regulating all "outdoor unattended" dogs -- whether tethered or not tethered! "Necessary food, water, care, or shelter" defined as including food, water, care, or shelter provided to the extent required to maintain the animal in a state of good health.
Rep. Jessica Farrar, D-Houston, filed three bills that are national "animal rights" legislative agendas and all three bit the dust. Bills establishing a Texas "Animal Abuser Registry" (similar to Sex Offender Registries); a state "Animal Welfare Commission," ("Animal Rights?"); and a bill increasing costs for animal cruelty case appeals making them cost prohibitive. All animal cruelty cases are not meritorious.
A bill that would have added "Nuisance and Aggressive Dogs" to "Dangerous Dog" Regulations didn't pass; nor did a bill relating to euthanasia at certain municipal or county animal shelters, which could have led to overcrowding in kennels. Euthanasia decisions should be at the shelter supervisors' discretion, not by government fiat.
Responsible Pet Owners Alliance supported passage of two very good bills regarding:
1) Animal encounter training required for peace officers, and 2) Appeals regarding dangerous dog cases. Good job, Texas legislators!
