ARLINGTON, Va., Jan. 10, 2011 /PRNewswire/ -- ASI Government (ASI), public sector consultants specializing in performance management solutions, announced today that Steven Gluckman, President of ASI's Knowledge & Learning Products division, has been named a Senior Fellow at the Mossavar-Rahmani Center for Business and Government at Harvard University's John F. Kennedy School of Government.

The Mossavar-Rahmani Center is one of the Kennedy School's major research arms, focused on developing solutions to problems at the interface of business and government.
One of three senior fellows selected in a highly competitive process, Mr. Gluckman will focus his fellowship research on collaboration and cross-sector solutions to address government workforce needs.
Commenting on his research topic selection, Mr. Gluckman said, "Collaboration across government organizations and across sectors can become a vehicle for challenging the status quo, and a potential catalyst for change."
Mr. Gluckman, who received his Master's degree in Public Administration from the Kennedy School, will examine the factors that comprise successful workforce collaborative tools and solutions. His research will also identify a framework for understanding cross-sector and collaborative solutions, as well as potential constraints impacting the implementation of such offerings. The resulting paper will cite examples of successful collaborative solutions such as ASI's Virtual Acquisition Office™, which is currently used by nearly 8,000 federal professionals.

Mr. Gluckman's Harvard faculty sponsor is Professor Steve Kelman, Weatherhead Professor of Public Management at the Kennedy School. As former Administrator of the Office of Federal Procurement Policy in the Office of Management and Budget, Professor Kelman played a lead role in the Clinton Administration's reinventing government effort, including support of the Federal Acquisition Streamlining Act of 1994 and the Federal Acquisition Reform Act of 1995.
