For example, if golf managers want a "pace" that would have groups arrive at the 5th tee one hour after they tee off, the 5th tee clock is offset by an hour. A foursome teeing off on the 1st tee at 8:00 and is maintaining the recommended pace will arrive at the 5th tee box with that clock displaying 8:00.
Golf has always been a self-managed sport. Golfers only need to know their recommended time on the course and the etiquette of the golfers will maintain the pace.
