Comprised of renowned board-certified neurologists, the Council is designed to lead and expand SOC's teleNeurology services while setting standards for industry leadership, patient care, outcome measurement and overall quality.

Andrew J. Barbash, M.D.
Chair
Dr. Barbash received his M.D. from Northwestern University Medical School in 1981 before completing his Neurology residency at Mayo Clinic in 1985. He is board-certified with the American Board of Psychiatry and Neurology and is a member of the American Academy of Neurology and the American Heart and Stroke Association. He is also a former co-chair of the MIEMSS (Maryland Institute for Emergency Medical Services Systems) Quality Improvement Committee for Stroke in Maryland. Dr. Barbash has overseen the deployment of the EMR at Kaiser Permanente in the Mid-Atlantic region as the VP of Clinical Information Systems and led the development of the Neurosciences and Stroke Program at Holy Cross Hospital in Maryland. In addition to his work as a full-time clinical teleNeurologist at SOC, he provides consulting in the field of virtual care as one of the founders of Apractis Solutions and a virtual clinic. With a passion for optimizing access to quality healthcare, Dr. Barbash has presented at numerous conferences around the U.S. and at several virtual international meetings on mobile health and collaboration, communication, and innovation in healthcare.
Johanna L. Morton, M.D., CMQ
Vice Chair – Acute Neurology and Stroke Care
Dr. Morton received her M.D. from Robert Wood Johnson Medical School in 2007 before completing her neurology residency at the Cleveland Clinic in 2011. She then completed her fellowship in Vascular Neurology in 2012, also at the Cleveland Clinic. Dr. Morton is board-certified in Neurology with a subspecialty certification in Vascular Neurology by the American Board of Psychiatry and Neurology. She completed her Masters of Science in Health Informatics in 2017 at the University of Texas Health Science Center at Houston. Dr. Morton has extensive stroke clinical research experience and has served as both a comprehensive stroke center medical director and a telestroke program medical director at two hospitals in Austin, TX, in which she led the development of both programs. Additionally, she is certified in Medical Quality by the American Board of Medical Quality. Dr. Morton is also a disease-specific care stroke reviewer for the Joint Commission. She is very interested in stroke systems of care and is on the Governor's EMS & Trauma Advisory Council Stroke Committee in her home state of Texas.
Lakshmi Beeravolu, M.D.
Vice Chair – General and Inpatient Neurology
Dr. Beeravolu received her M.D. from Osmania Medical College in India, then completed her neurology residency in 2009 at University of Texas Southwestern Medical Center in Dallas, Texas, where she was chief resident. This was followed by a fellowship in Clinical Neurophysiology at St. Louis University, where she led quality control projects and medical student/resident mentorship programs. Dr. Beeravolu is board-certified with the American Board of Psychiatry and Neurology. In addition, she is the author of several abstracts, clinical research papers, neurology book reviews and presentations at various neurology conferences.
Eric R. Anderson, M.D., Ph.D.
Vice Chair – Quality
Dr. Anderson received both an M.D. and Ph.D. from the University of Nebraska Medical Center before completing his residency in Neurology at Emory University, where he was chief resident in 2013. Remaining at the University, he then completed his fellowship in Clinical Neurophysiology with a focus on epilepsy in 2014. Dr. Anderson is board-certified with the American Board of Psychiatry and Neurology and speaks nationally on the topics of telemedicine and mobile health. He is a member of several committees within the American Academy of Neurology, serving as co-chair of the Telemedicine Work Group, vice chair of the Practice Committee, and as a member of the Practice Management and Technology Subcommittee. He has also served as vice chair and as an elected executive leadership council member for the Physician Electronic Health Information Technology Coalition for the Bipartisan Policy Center in Washington, D.C. He has been actively involved in the American Clinical Neurophysiology Society, the American Epilepsy Society, and the American Telemedicine Association. Dr. Anderson has contributed greatly to the field of telemedicine and has also authored numerous book chapters, scientific research papers, abstracts, and presentations on the topics of telemedicine, neuroelectrophysiology, neurovirology, proteomics, and neuropathology.
Elaine Celeste Jones, M.D., FAAN
Ad Hoc Council Member
Dr. Jones received her M.D. from the Medical University of South Carolina in 1994 before completing her neurology residency at Brown University and Rhode Island Hospital in 1998. After her residency, she returned to Brown to complete her fellowship in neurophysiology in 1999. Jones is board-certified with the American Board of Psychiatry and Neurology. She is a former president of the Rhode Island Neurological Society, former president of the Rhode Island Medical Society, and is currently a member of the Board of Directors of the American Academy of Neurology. She chairs the Payer Policy Subcommittee for the American Academy of Neurology. She chaired the American Academy of Neurology Gender Disparity Task Force for the Board of Directors. She is an honored Fellow of the American Academy of Neurology. She has worked in a variety of positions including Chief of the Division of Neurology for Roger Williams Medical Center and in her solo private practice, Southern New England Neurology LLC. Named one of Rhode Island Monthly's Top Doctors for five years straight, Jones has been an active participant in numerous conferences and meetings, recently serving as the Course Director for the Leadership in Neurology event at the 2015 American Academy of Neurology Annual Meeting. She has also contributed several articles examining the politics of healthcare and the methods, guidelines, and future of clinical neurology practices.
