Simba Information: Funding for Education Grows Amid Proposal for Cuts

STAMFORD, Conn., March 9, 2020 /PRNewswire/ -- President Donald Trump in March proposed a budget for fiscal year 2021 that would consolidate 29 Department of Education programs into a flexible block grant program to allow states to decide how to use the money, while reducing total funding for the programs by $4.7 billion. However, the President's proposed 2021 discretionary funding recommendations, which would cut overall education funding by 8.5%, likely will amount to little more than website points for the Trump campaign.

"Trump administration recommended education funding cuts likely will be ignored when Congress allocates funds," said Karen Meaney, a senior analyst in Simba Information's Education Group and primary author of that group's new report PreK-12 Policy & Budget Outlook, 2020-2021. "Presidents of both parties have recommended reducing or eliminating funding for some education programs over years of budget cycles, but overall federal discretionary funding allocated to education has increased from $18.7 billion in fiscal 1990 to $72.7 billion in fiscal 2020."

PreK-12 Policy & Budget Outlook, 2020-2021 details elementary and secondary education funding at the national and state levels and provides information about the education plans put forth by the 2020 presidential candidates.

At the state level, fiscal 2020 broadly was a year of modest spending increases. An early look at the state budgets being proposed for fiscal 2021, also included in PreK-12 Policy & Budget Outlook, 2020-2021, finds increased funding for education is included in many governors' budgets, with proposals to distribute funding more equitably, to raise teacher pay and to provide wider access to prekindergarten.
