DENVER, Oct. 14, 2014 /PRNewswire/ -- Andrew Rubin, J.D., LL.M., senior associate in Burleson LLP's Denver office, will present SALT in the Oil Patch: Current Developments in State and Local Tax in the Rockies at five upcoming chapter meetings of the Council of Petroleum Accountants Societies (COPAS) in Texas and Oklahoma.
Rubin will cover recent news and trends in Colorado, North Dakota, Wyoming, Utah, and Montana, and fundamental distinctions in how each state handles taxation of oil and gas activities. Topics will include sales and use tax, income tax, and severance tax.

Rubin's first presentation before COPAS will be given on Oct. 15 for the Tulsa chapter and will be followed by presentations on Nov. 10 for the Oklahoma City chapter, Nov. 18 for the San Antonio chapter, Dec. 11 for the Fort Worth chapter, and Jan. 15 for the Houston chapter.
Rubin has broad experience advising businesses on a variety of tax matters, including federal, state, and local, as well as international tax issues. He has counseled companies on the state tax treatment of helium production, manufacturing investment credits and exemptions, and financial instruments.
As a member of the firm's Oil and Gas Transactions Group, Rubin represents clients in the energy sector in the negotiation and drafting of oil and gas leases, purchase and sale agreements, joint operating agreements, farmout agreements, financing, and credit agreements.
Rubin earned a Bachelor of Arts and a Bachelor of Science from Arizona State University, his law degree from Syracuse University College of Law, a Master of Laws in tax from Northwestern University School of Law, and a Master of Laws in natural resources from the University of Denver Sturm College of Law.
