Riverside County, California Chooses Manatron's Integrated Property Tax Software
PORTAGE, Mich., Feb. 14, 2011 /PRNewswire/ -- Manatron, Inc., a global leader in providing integrated property tax and land administration software for governments worldwide, today announced that the County of Riverside, California has contracted with Manatron to license Manatron's Government Revenue Management (GRM) software. Subject to a series of implementation milestones, the GRM software will ultimately provide a single, integrated property tax system for Riverside County's three property tax departments. This contract marks the third GRM initiative in California. Projects in Santa Cruz and Santa Barbara Counties are currently underway.
Riverside County is one of the largest jurisdictions in the country. The County has over 920,000 property parcels making it comparable to California's Orange and San Diego counties. After several years researching multiple vendors, Riverside County chose Manatron in a competitive procurement seeking a fully integrated property tax system offering. This software system will incorporate the County offices of assessor-county clerk-recorder, treasurer-tax collector, and auditor-controller. Riverside County also chose the Manatron system because it had appraisal tools (mass appraisal, mass decline in value, comparable sales, etc.) specifically to address the needs of California assessors.
As development stages complete, Manatron's GRM product will ultimately replace Riverside County's legacy property tax system. That system was created nearly 40 years ago prior to Proposition 13, Proposition 8 and many other legislative reforms. Riverside County has adjusted its legacy software over these four decades to maintain compliance with California Revenue and Taxation Code and to meet the County's operational requirements.
"As an early stage of detailed technical analysis, Riverside County performed a five-week, in-depth architectural review to investigate GRM's ability to meet nearly 7,000 requirements for the County," said Early Stephens, chief technology officer at Manatron. "Manatron was able to show that GRM can be scaled to handle the needs of a large, complex, California county. Working in concert with County staff, we will configure and extend GRM to meet the unique needs of Riverside County. These new features will help to strengthen GRM's position in California's competitive and unique property tax system market and provide a compelling option to the numerous California counties seeking replacements for their ageing legacy property tax systems."
