In recognizing Phelps' achievements, IEA President Cinda Klickna highlighted his strong record in support of public schools and school employees, including his sponsorship of a series of bills in support of education support professionals.
Phelps, D-Harrisburg, was a principal sponsor of a law allowing education support professionals to retain their seniority in a new school district created by school consolidation. Phelps also has been a staunch opponent of bills that would siphon off public school funds and send them to private schools in the form of vouchers. He is a consistent supporter of maintaining and protecting the retirement systems for school employees, and has worked with school districts and employees in resolving contract disputes.
"We are very happy to present Rep. Phelps with this honor," said IEA President Klickna. "He is a student advocate, a community advocate and a strong supporter of quality education and quality public schools."
Rep. Phelps is serving his fifth term in the Illinois General Assembly. He serves on the following elected office committees: Agriculture and Conservation; Armed Forces and Military Affairs, Vice Chair; Environment and Energy; Financial Institutions, Chair; Health Care Licenses; Labor; Public Utilities, Vice Chair; Telecommunications; and Veterans' Affairs.
