BEIJING, Feb. 27, 2018 /PRNewswire/ -- A news report by China.org.cn on the proposal made by the Communist Party of China (CPC) Central Committee to amend the Constitution:
Before the opening of the 13th National People's Congress, the Communist Party of China (CPC) Central Committee made public its proposal to amend the Constitution. Among other changes, the proposal removed the expression that the President and Vice-President of the People's Republic of China "shall serve no more than two consecutive terms" from Section 3, Article 79 of the country's constitution.
China's presidential system has been amended several times since the founding of the People's Republic of China. After the exploration of the 1950s, the political turmoil of the 1960s and 1970s, and the reform and opening up since the 1980s, China's political life has gradually aligned itself on the right track. The 69-year history of the People's Republic of China, the 40-year experience of reform and opening up, in particular the practice since the 18th CPC National Congress, proves that the Communist Party of China is the core of the leadership of contemporary China, which is the choice of history and the people, with the presidential system serving as an important component of the leadership structure of the Party and the country.
Today, China has entered a new era. While achieving remarkable success, the reforms have also entered a more challenging stage. At this important moment, the removal of the term limit of the presidency will enhance the centralized, unified leadership of the CPC. In the face of the complicated domestic and international situation, this will further promote the sustainable development of various great causes, such as reform and opening up, fighting corruption, improving the environment, pursuing the Belt and Road Initiative, and building a community with a shared future for mankind continuously.
The proposed change does not mean that China will adopt a lifelong tenure for the role of the president. Since the reform and opening period began, China has ensured the legal and orderly succession of party and government leaders. The proposal on the Constitution revision is an institutional amendment made in accordance with law, and based on widely solicited opinions and previous experience. It is bound to have a positive and profound influence on advancing the implementation of the rule of law in an all-round way and improving national system of governance of China.
