PA eHealth Partnership Authority Announces Appointments, Promotions
HARRISBURG, Pa., March 24, 2014 /PRNewswire-USNewswire/ -- The Pennsylvania eHealth Partnership Authority today announced the following staff changes, effective March 24, 2014:
David Grinberg has been appointed Deputy Director. Since 2011, he has served as Program Manager, where he has been responsible for assuring that the Authority has conducted its business in line with industry best practices from a project and program management perspective. In his new role, Grinberg will assume primary staff responsibility for the Authority's financial and sustainability planning and for aligning the Authority's strategic and operational plans with available resources.

Grinberg is a 13-year veteran of the U.S. Marine Corps and the U.S. Navy Reserve, where he gained experience as a linguist, intelligence analyst, and manager of computer-based analysis and communications systems. In the private sector, Grinberg has extensive experience in health information technology with CareFirst Blue Cross Blue Shield (Maryland), The TriZetto Group, and Dynamed Solutions, LLC.
Heather Lemmon has been promoted to Program and Fiscal Manager. Since 2011, Lemmon has been responsible for all aspects of fiscal management of the Authority, including budgeting, appropriations, and revenue receipt and expense distribution and accounting. In her new role, Lemmon will retain those responsibilities while assuming project and program management duties, as well as oversee and/or perform duties related to contracts, agreements, and grants. She also will provide human resources management support to the Executive and Deputy Directors.
"Heather has been at the hub of the Authority's work, overseeing the administration of the $17.1 million federal grant that launched the work of the Authority," Goss said. "In her new position, Heather will be an invaluable asset as the Authority transitions from federal funding to state and stakeholder support."
Lemmon has been a Commonwealth employee for more than 13 years, with previous posts in the Department of Transportation and Office of Administration. She is a graduate of the PennDOT Leadership Education and Development program, class of 2010.
