This report follows the recent release of Onvia Exchange, a comprehensive library of published purchasing records designed to help agency users easily research example specifications that will accelerate their bid and RFP authoring process. The report includes a new score for government agencies to help measure their procurement effectiveness.

The 2016 Procurement Effectiveness Score
An overall procurement effectiveness score was calculated after considering a number of different indicators such as response time, customer service, transparency and alternative purchasing.
The score for 2016 is 63.8 and is measured on a 0-100 scale, with 13% of the agency staff surveyed associated with "high" scores of at least 90.
"These scores point to real potential for positive improvement in the purchasing systems and operations of agencies," said Onvia Market Analyst Paul Irby. "For those agencies with low scores of 0-49, only 41% report attracting enough bidders for their formal bids and RFPs. In contrast, of the high scoring agencies, 79% reported having enough bidders."
