As a committee member, Hall will serve as a Special Government Employee (SGE) to provide expertise on the Provision of Communications Services.
The Integrated Public Alert and Warning System (IPAWS) is integrated with third-party alerting solutions such as CodeRED to enable federal, state, territorial, tribal and local authorities to rapidly send alerts and public warnings through the Emergency Alert System (EAS), Wireless Emergency Alerts (WEA), the National Oceanic and Atmospheric Administration (NOAA) Weather Radio, and other public alerting systems. The Federal Emergency Management Agency (FEMA) established the NAC IPAWS Subcommittee pursuant to the IPAWS Modernization Act of 2015 (Public Law 114-143) to review and make recommendations to the NAC on matters related to common alerting and warning protocols, standards, terminology, and operating procedures for an integrated public alert and warning system.

Don has successfully attained the status of Certified Emergency Manager (CEM) by the International Association of Emergency Managers (IAEM), and his public safety career experiences include 25 years as an Emergency Manager in Calvert County Maryland, Jacksonville, Florida and Washington D.C., 10 years in law enforcement & 911 Emergency Communications, and 42 years of active duty in the Volunteer Fire and Rescue Service in the State of Maryland.
