One Horizon Group Foresees Russian Expansion

BAAR, Switzerland, Sept. 16, 2013 /PRNewswire/ -- One Horizon Group, Inc. (OTCQB: OHGI) ("One Horizon" or the "Company"), which develops and licenses software application platforms that optimize mobile communications over the Internet, announced today that the Russian regulator, Roscomnadzor, has cleared the way for Voice over Internet Protocol (VoIP) service providers to offer their services without having to apply for a license to do so. One Horizon licenses its software in Russia through its certified reseller Horizon Globex Rus Ltd.

In a recent statement, Deputy Chief Oleg Ivanov of Roscomnadzor removed the uncertainty surrounding the licensing of VoIP in Russia as set out in the Russian regulation that lists telecommunications services subject to licensing which was issued on February 18, 2005. According to a recent statement by the Deputy Chief, VoIP services are not on the list of services subject to licensing and VoIP service providers are not subject to any licensing requirements. This announcement clears the way for One Horizon to license its mobile VoIP platform to Russian Mobile Network Operators (MNOs), Mobile Virtual Network Operators (MVNOs) and Internet Service Providers (ISPs).
