Drevna, president of NPRA, the National Petrochemical & Refiners Association, welcomed the House Energy and Commerce Committee vote today that approved legislation to require a final State Department decision by Nov. 1 on whether the Keystone XL pipeline can be built to transport oil from Western Canada to U.S. refineries.
