NPA Supports Study Findings for Mobility Hubs and Shared Parking to Get Rid of Gridlock
PwC Study an Ecosystem Approach to Reducing Congestion Provides New Policy Tools
WASHINGTON, Nov. 26, 2018 /PRNewswire/ -- The National Parking Association (NPA) supports findings from the study an Ecosystem Approach to Reducing Congestion. Commissioned by NPA, the study was prepared by PriceWaterhouse Coopers' (PwC) Strategy&, Automotive and Mobility Practices with primary and secondary research into causes, contributing factors and solutions for reducing congestion.
The study indicates that an interdependent ecosystem approach to transportation fosters a positive environment for reducing congestion. Ecosystem encompasses citizens with transportation, regulatory environment, infrastructure, financial conditions, shared mobility, parking and connected/autonomous vehicles within a system.
Study findings around public policy indicate a variety of tools to include, but not limited to:
- Fostering innovation through collaboration, pilots and agile policymaking.
- A funding model to help cities and states fund capital projects.
- New visions for streetscapes to encourage open lanes for traffic as a supply lever.
- Near and long-term demand levers for transportation demand management, reducing/eliminating parking minimums and smart parking technologies.
NPA President Christine Banning, IOM, CAE said, "Transportation and its application through smart technology, shared mobility, parking and transit hubs in an ecosystem provide a new vision for parking to help move traffic off the road to get rid of gridlock and provide common ground for citizens, the business community and cities to work together for smart and livable cities."
Five ways parking can support cities in their efforts to reduce congestion include:
- Develop mobility hubs within parking structures to foster shared mobility.
- Serve as an extension of the curb for rideshare pickup and drop-off and package loading and unloading.
- Reduce or eliminate parking minimums to prevent overbuilding of parking.
- Utilize Transportation Demand Management (TDM) in parking to diversify uses for staging of package delivery and vehicles.
- Prepare for electrification and autonomous vehicle and fleet parking of the future with adaptive parking facility designs.
