North Dakota had a low poverty rate compared to the rest of the country, according to TalkPoverty.org in their 2014 Report. With a population of just under 700,000 in the state, almost 12% of its residents fall under the poverty line. That is not a huge number, and is well below the national average, but there is still a need. North Dakota also has plans available from Blue Jay for Tribal areas for those who qualify. That is where the Lifeline Program helps. Blue Jay provides service to 18 states currently to help connect those in need with family, friends and employment opportunities.
