Mr. Encarnacion had two surgeries over the course of seven years and was cleared for light duty, but he ended up in the emergency room when he pushed a button with his injured hand.
Mr. Encarnacion, a father of three, never returned to work, despite making $92,000 last year. Mr. Encarnacion claims he is unable to perform basic household chores and cannot do things he used to enjoy, such as playing basketball. He says he also has to have assistance getting dressed. The county has removed Mr. Encarnacion from its payroll, but he is fighting with the state Comptroller, which denied him a disability pension because he was not injured directly be an inmate.
