New York Health Department Achieves Compliance; Accelerates Response Time by 50% with EMC Captiva
Enterprise Capture Solution Reduces Operating Costs, Improves Productivity and Increases Process Efficiencies
HOPKINTON, Mass., Oct. 21, 2011 /PRNewswire/ -- EMC Corporation (NYSE: EMC) today announced that the New York State Department of Health, the governmental body responsible for public health across the state, has achieved significant productivity gains, and compliance with the Freedom of Information Law (FOIL) in deploying EMC® Captiva®, an intelligent enterprise capture solution that enables organizations to reduce cost and improve paper-intensive processes through automatic classification, indexing, extraction and routing of business content.
Like all New York state agencies, the Department of Health is subject to FOIL compliance, which enables the public to access governmental records. With more than five thousand FOIL requests a year, amounting to more than 10 million pages, the Department of Health needed to replace its manual, paper-based workflow process with a solution that was easy-to-deploy, cost-effective, and easily adopted by individual bureaus.
Customer Benefits:
- Increased productivity— Intelligent capture speeds FOIL requests and increases compliance rates for on-time responses. Requests which previously took 40 business days to resolve, now require less than 20 business days.
- Operational efficiency and cost savings—Centralized and distributed capture significantly reduces shipping costs and improves productivity. Ordering of paper and printing supplies were reduced by 95%, along with a 75% decrease in total hard copy communication, and staff training accelerated to 12 weeks from a year.
- Award winning—The EMC-based solution received a Best Practice Award in Technical Implementation from the New York State Forum.
The department leveraged Captiva as the document processing foundation for its automated platform for FOIL compliance, enabling department personnel to transform paper into electronic information by batch scanning and indexing documents into a content repository. In addition, individual bureaus now have a means of simple document capture using a Web browser, without having to maintain costly and cumbersome thick client scanner software installations or expensive multi-function devices thereby reducing ongoing maintenance costs.
"FOIL compliance is a huge concern not only for the Health Department, but for all the agencies in New York. EMC Captiva helped us establish a system to significantly increase processing efficiency and productivity," said Jake Locicero, FOIL director of New York State Department of Health. "The FOIL compliance system, also referred to as SFPS (Smart Foil Processing System), has been so successful that it has grabbed the attention of other agencies struggling with similar issues. We are very honored to share our approach and serve as a model for other agencies."
"Our work with the New York Department of Health clearly demonstrates the value intelligent enterprise capture can deliver for helping organizations transform paper documents into business-critical data. Reducing costs, increasing data accuracy and streamlining business processes only begin to describe the value of Captiva," said Rohit Ghai, Vice President and General Manager, Content and Case Management Group, EMC Information Intelligence Group. "EMC is pleased to work with the Department of Health as a driving force behind its success."
