New HNBA Redistricting Guide Promotes Latino Voting Rights
NEW YORK, Sept. 1, 2011 /PRNewswire-USNewswire/ -- Today the Hispanic National Bar Association (HNBA) released a new online guide for lawyers seeking to preserve and promote Latino voting rights during the 2011 redistricting cycle.
The resource, the HNBA Guide to Redistricting: Preserving and Promoting Latino Voting Rights Under Section 2 and Section 5 of the Voting Rights Act, provides a step-by-step tutorial for assessing Latino voting rights under Section 2 and Section 5 of the Voting Rights Act of 1965, 42 U.S.C. 1973.
The guide will help attorneys examine how the redistricting process affects Latinos in their communities, evaluate potential claims, and limit the costs of preparing for litigation. "The guide is invaluable," said outgoing HNBA President Diana Sen. "It is an essential tool in the ongoing effort to make sure that Latinos have an equal opportunity to participate in the democratic process."
Envisioned under Sen's leadership, the guide was co-written by Joaquin G. Avila, HNBA Voting Rights Chair and Juan Carlos Ibarra, HNBA Voting Rights Fellow. "By providing a step-by-step method for evaluating Latino voting rights, the guide fills an important role at a time when the next ten years of Latino political participation is at stake."
As political bodies at every level of government redraw political boundaries during the current redistricting cycle, local HNBA affiliates and attorney members are in a unique position to ensure that new districts do not have a discriminatory effect on Latino voting strength.
