Chancellor Reed, head of the largest public university system in the country with 23 campuses and 450,000 students, publicly advocated for the state to reinvest in higher education, as a path to economic recovery and puts the question: "Do we want to invest in California's failures or in California's future?" to the state legislature and the public to answer.
