National Law Journal Names McGuireWoods Partner Russell Sullivan an Energy and Environmental Trailblazer
WASHINGTON, April 28, 2015 /PRNewswire-USNewswire/ -- Russell W. Sullivan, a partner in McGuireWoods' Washington office and a senior adviser to McGuireWoods Consulting, is featured by the National Law Journal in its inaugural Energy and Environmental Trailblazers issue. The publication recognizes 51 top legal professionals who have "moved the needle" in the energy or environmental space.
Sullivan was recognized both for his role in shaping energy-related tax policy as a key Capitol Hill committee staffer and for his work advising McGuireWoods clients on the development and financing of energy projects.
Before coming to McGuireWoods in 2013 to lead its tax policy team, Sullivan was staff director for the Senate Finance Committee and helped develop most of the energy-specific tax legislation enacted in the past decade. During his tenure, the committee adopted his idea to establish a Subcommittee on Energy, Natural Resources and Infrastructure to handle renewable energy tax issues and the highway trust fund. The result was a boom in renewable energy, the emergence of environmentally beneficial corporate tax incentives, and policies that benefit businesses and provide tax credits directly to individuals.
Among the policies Sullivan helped write is a provision of the Energy Policy Act of 2005 that created incentives for investments in clean coal technology. Sullivan helped draft provisions in the 2008 Farm Bill that created tax incentives for land preservation, alternative fueling stations, and production of biodiesel and renewable diesel fuel. He also played a role in shaping tax policies that promote the safe use of nuclear energy by the nation's utilities.
