This year's Governor Hugh L. Carey Award recipient, presented to the national award-winning program, is the Inside to Outside Initiative – Prison Puppy Raising Program, a groundbreaking partnership that pairs puppies with prisoners as a first step in preparing guide dogs for the blind and visually impaired.
