Minister Boutro-Ghali will inaugurate the Summit with a keynote opening speech addressing Egypt's vision for infrastructure development and the importance of Public-Private Partnerships.
In recent years Egypt has made some progress in raising investment and fostering growth but progress remains limited by international standards. The Director of the PPP Central Unit, Rania Zayed, believes this event comes at an opportune time as the unit builds many partnerships with regional and international investors. Headline investors include Mark Lemmon, Chief Executive Officer of the MENA Infrastructure Fund, Moazzem Mekan, Regional Director at the IFC, and Hajir Magdy, Managing Director for Infrastructure at Macquarie.
After two years of preparation, the People's Assembly (PA) ratified the Public-Private Partnerships (PPP) law in mid-May 2010. Among many things, this law simplifies the procurement process and provides more transparency. It is already clear that the strong regulatory stance and commitment from the Ministry of Finance will support and encourage new PPP projects in Egypt.
The summit will address investment challenges and will bring together ministries, investors, lenders, developers and consultants who will be reviewing the development of PPPs in the transportation, education, healthcare, environment, housing and urban development sectors.
Minister Boutro-Ghali will be joined by senior representatives from other key ministries in the Arab Republic of Egypt and key infrastructure partners such as Ministry of Transport, General Authority for Investment (GAFI), Ministry of Housing, Utilities & Urban Development Orascom, Price Water Coopers, Karafi and many more to discuss the regulatory environment and the legal framework for PPPs in Egypt and the best way forward in achieving this more efficient regional and international PPP collaboration.
