Marc Noble, CISSP-ISSAP, CISM, CGEIT, MBCI, Named New (ISC)2(R) Director of U.S. Government Affairs
Former CISO at Federal Communications Commission to Succeed Long-Time Government Security Expert Lynn McNulty, CISSP
PALM HARBOR, Fla., Feb. 1 /PRNewswire/ -- (ISC)2® ("ISC-squared"), the not-for-profit global leader in educating and certifying information security professionals throughout their careers with more than 71,000 credentials issued to 66,000 members worldwide, today announced that Marc H. Noble, CISSP-ISSAP, CISM, CGEIT, MBCI, former chief information security officer (CISO) for the Federal Communications Commission (FCC), will succeed F. Lynn McNulty, CISSP, as (ISC)2 director of government affairs.
McNulty, who held the position for 10 years, is retiring from his full-time duties but will continue to contribute to (ISC)2 as a member of the (ISC)2 U.S. Government Advisory Board (GAB), the Executive Writers Bureau (EWB) and by supporting special projects as needed.
During his tenure, McNulty was instrumental in identifying trends and opportunities that led to the development of the Certification and Accreditation Professional (CAP®), the Certified Secure Software Lifecycle Professional (CSSLP®) and the Information Systems Security Engineering Professional (ISSEP®) credentials and helped (ISC)2 effectively support the Department of Defense's 8570.1 initiative, which mandates professional certifications for all of its information assurance professionals. He also founded and chaired the GAB since its inception in 2003. As Noble transitions into the position, he will be focusing on aligning (ISC)2 initiatives to best support the priorities of the new Administration, particularly in the areas of developing the information security workforce and securing the Software Development Lifecycle (SDLC).
"It is humbling to follow Lynn McNulty in this role, as he really defined what it means to be an information security professional and was so incredibly effective and well respected, but I am also looking forward to the challenge," Noble said. "I've been involved with (ISC)2 for years and support the organization's mission of professionalizing the information security community and raising security awareness. Gaining my CISSP® (Certified Information Systems Security Professional) credential proved to be of utmost importance to my career. In a lot of ways, I feel like I can now give back by helping other specialists understand how certification and continuing education can propel their own careers and better protect the organizations and customers they serve."
With over 30 years of federal government experience, Noble provided information technology and cybersecurity expertise as an employee of the FCC, the U.S. Courts and the General Services Administration. Most recently, he was employed by MITRE Corporation, where he worked as the team lead for an information assurance assessment of the Department of Homeland Security (DHS) Immigration and Customs Enforcement and on DHS' overall information assurance program strategy. He served in 2008 and 2009 as president of the Northern Virginia Chapter of the Information Systems Security Association (ISSA-NOVA), for which the Chapter received the Chapter of the Year award in 2008. Mr. Noble also received the ISSA Special Act of Service Award in 2007 for his years of service to the information security profession.
"I have had the privilege of working with Marc since he joined the GAB in 2003," said McNulty. "Most recently under his leadership of the ISSA-NOVA Chapter, we worked closely together to develop a joint program focused on career training for veterans returning from war – a program that will remain a priority for Marc and (ISC)2 moving forward. Given his background in the federal government and contracting communities, along with his enthusiastic willingness to advance the cause of information security, Marc is the right person for this position. He will be a key member of the (ISC)2 team."
The director of government affairs is responsible for advancing the professionalization principles of (ISC)2 and increasing the organization's impact, overall reputation and prestige throughout the U.S. federal, state and local government markets. Among the specific duties required are to advocate new programs and initiatives of particular interest to government; promote (ISC)2 certification and education programs to government information assurance specialists; serve as a liaison to federal agencies, corporations, Congressional Committee staff members and other professionalization organizations; and co-chair the (ISC)2 GAB.
