Arkless has been a board member and corporate committee member of Ciett since 2007 representing ManpowerGroup. As a global organization, Ciett helps companies in the private employment services industry conduct their business in a legal and regulatory environment that is positive and supportive. Ciett educates decision-makers to ensure labor legislation is based on rational and sensible policies that allow its members to conduct their business in a way that will maximize the benefit they can bring to the employees they hire and the clients they serve.
"I am honored to take up this role at a time when the private employment services industry has a critical role to play across the globe," said Arkless. "Ongoing economic challenges and talent shortages are converging to create a complex environment where the trend for doing more with less is continuing. Companies will increasingly look to our industry and the full range of services and solutions we offer. Employment legislation that hampers efforts to connect individuals to sustainable work helps no-one."
During his term as Vice President, Arkless' overall aims for Ciett will be to:
- Build the membership base – especially in the Asia-Pacific Region.
- Continue to demonstrate the important role that Private Employment Services play in increasing the efficiency of labor markets and consequent productivity improvements in economies.
- Focus on the eradication of agencies within the industry that charge individuals for finding them work.
- Continue to build constructive partnerships and social dialogue with global trade unions.
- Improve the structure and capacity of Ciett in order to better fulfill its role.
- Focus the industry on efforts to eradicate the use of human beings as commodities, especially concentrating on the crime of human trafficking.
Arkless brings his unique perspective to the position, built over nearly 20 years in the industry by leveraging ManpowerGroup's unrivalled global footprint and unmatched local labor market expertise. Through his role of managing governmental and international affairs at ManpowerGroup, Arkless is a renowned labor market expert and has advised national and local governments that have sought advice to address their talent challenges and enhance their global competitiveness.
