WASHINGTON, Sept. 25, 2014 /PRNewswire/ -- Manatt, Phelps & Phillips, LLP, announced that Peg McGlinch has joined its Federal Government Affairs and Public Policy practice as a managing director in the Washington, D.C., office. Prior to joining Manatt, McGlinch worked for nearly a decade supporting congressional leadership, including as legislative counsel to Senate Majority Leader Harry Reid, with a focus on international trade and tax issues.
In addition to international trade and tax, McGlinch advises clients on a diverse range of public policy matters including healthcare and finance issues, helping identify government relations goals and develop successful message strategies.
Prior to working with Majority Leader Reid, McGlinch was legislative director and tax counsel to Congressman Richard Neal, a senior member of the House Ways and Means Committee, and was chief of staff to Congressman Tim Walz. She began her career as a legislative aide to Senator Daniel Patrick Moynihan.
"Peg's work on the Hill, including with some of the nation's most powerful lawmakers and important committees, has given her a sophisticated understanding of how things get done in Washington," said James J. Bonham, chair of Manatt's Federal Government Affairs and Public Policy practice. "In particular, her background in tax policy — which touches almost every piece of federal legislation — and healthcare is strategically advantageous to our clients. She has a stellar reputation and influential connections, with an impressive track record achieving favorable outcomes. We are thrilled to welcome Peg to our team."
Bonham served for several years as a senior aide and as chief of staff to the late Congressman Robert Matsui, a 26-year member of the House Ways and Means Committee and a member of the House leadership. In the Senate, he served as spokesperson for Senator Jeff Bingaman. In 2002, Bonham was appointed executive director of the Democratic Congressional Campaign Committee.
McGlinch joins Manatt following the recent return of Donald J. Fitzgerald as counsel in San Francisco. Fitzgerald's practice focuses on federal and state taxation including transactional matters, controversies, administration and regulations, ruling requests, and other tax matters. Fitzgerald previously served for five years in the Internal Revenue Service's Office of the Chief Counsel.
"Manatt's work in government affairs and public policy runs deep," said McGlinch. "What sets the firm apart is its ability to cut through the clutter and achieve results. From tax and healthcare to financial services and transportation, Manatt is out in front on the most pressing challenges of the day. Manatt is a leading firm with a creative approach that points to the future of advocacy."
McGlinch joins an impressive national government team at Manatt, with professionals who develop, advocate, and implement integrated business, legal, and government strategies and activities in Washington, D.C., Los Angeles, New York, Sacramento and Albany. Members of the practice have served in leadership positions as U.S. ambassadors; members of Congress; presidential appointees; senior career federal and state government officials; senior congressional staff; and state legislators, leaders and staff; as well as in positions in city and county governments.
The Federal Government Affairs and Public Policy practice has grown substantially over the past several years, most recently in June with the addition of Robert Jamison, former Department of Homeland Security undersecretary. In July, the practice was named to the National Law Journal's "Influence 50" list of the country's most influential government advocacy groups.
McGlinch earned her J.D. from Harvard Law School, her M.P.P. from the Kennedy School of Government at Harvard University, and her B.A. from the College of Saint Benedict.
