L.R. Kimball Selected to Assist NGB with Emergency Response Communications
EBENSBURG, Pa., Dec. 16, 2010 /PRNewswire/ -- L.R. Kimball, (www.lrkimball.com) has been selected as part of a team to provide strategic support to the National Guard Bureau Command, Control, Communications & Computers (C4) Directorate, J6 (NGB J-6). The NGB J-6 Directorate is involved in all aspects of emergency response, collaborating with several federal, state and local agencies in carrying out its response.
The team that L.R. Kimball will support will identify National Guard, Army and Air Force C4 capabilities and assets and develop the information needed to facilitate the NGB J-6 mission in response to any incident that threatens domestic security. The overall task consists of two main components. The team will create an overview of domestic operations C4 enterprise architecture and also develop a NGB J-6 Handbook as an overarching "guide book" for those within the NGB J-6's jurisdiction; specifically, the State and Territory Joint Force Headquarters (JFHQ-S) J6's and State and Territory Joint Task Force Commanders.
As part of the first task, the team will provide a C4 enterprise architecture view of the Homeland Defense mission for National Guard domestic operations. This will be accomplished by developing architecture products in relation to incident site response to domestic "all-hazards" incidents and providing an analysis of architectures to identify potential operational and C4 systems gaps. This effort will cover the Civil Support Teams (CST), Chemical Biological Radiological Nuclear Explosive (CBRNE) Enhanced Response Force Package (CERF-P), Homeland Response Force (HRF), and CBRNE Consequence Management Response Force (CCMRF) response missions.
The second task includes the development of a NGB J-6 Handbook. The purpose of this handbook is to provide an operational guide to the J-6 at the Joint Force Headquarters (JFHQ)-State and/or Joint Task Force-State as they execute their domestic operations and support missions. It will describe the NGB J-6 roles, responsibilities and key resources to be mobilized during domestic events. The team will develop a print version of the Handbook, an accompanying transition and sustainment plan and a fully interactive online version.
