Lockheed Martin Team Helps Bring FBI's Next Generation Identification To Full Operational Capacity

ROCKVILLE, Md., Sept. 18, 2014 /PRNewswire/ -- The FBI has deployed the final increment in its Next Generation Identification (NGI) system, providing new tools designed to improve the bureau's ability to accurately and efficiently identify criminals. A Lockheed Martin (NYSE: LMT)-led team has delivered four major NGI increments since 2011, bringing the system to full operational capacity.

NGI provides state-of-the-art biometric investigative tools to more than 18,000 local, state, tribal and federal law enforcement agencies across the country.

Increment 4 introduces Rap Back, which will allow authorized users to access notifications of any criminal activity reported on individuals holding positions of public trust. The service will also alert criminal justice entities such as probation and parole officers to new criminal activity of people currently under investigation or supervision.

The Interstate Photo System, also new in Increment 4, is designed to improve image-searching capability of photographs associated with criminal history.  NGI affects all criminal history programs with the FBI, including the National Crime Information Center (NCIC) and the National Instant Criminal Background Check System (NICS), and creates better systems for facial recognition and for the identification of scars, marks and tattoos.

NGI will replace the FBI's legacy Integrated Automated Fingerprint Identification System (IAFIS). IAFIS, also developed and implemented by Lockheed Martin, has been in place since 1999.

The Lockheed Martin team previously delivered NGI increments that have made significant improvements, such as the ability to process 650,000 fingerprint transactions per day at an accuracy rate more than 99 percent with a demonstrated response time as low as six minutes.

• Increment 1, implemented in February 2011, enhanced fingerprint capacity and accuracy with lower response times.
• Increment 2, implemented in August 2011, introduced the Repository of Individuals of Special Concern (RISC), providing officers in the field with fingerprint matching responses in less than 20 seconds.
• Increment 3, implemented in May 2013, improved latent fingerprint processing with a three-fold improvement in accuracy.
