DeCarlo brings 20 years of high-level business, legal and leadership experience to Liberty Tire Recycling. Prior to joining the company, DeCarlo was employed by the Software Engineering Institute at Carnegie Mellon University, where he was responsible for the identification, development and management of business in the Army market and life-cycle activities for assigned customers. He has also served as a corporate attorney in the Pittsburgh office of Kirkpatrick & Lockhart Preston Gates Ellis, an international law firm with more than 1,500 attorneys. He practiced in the areas of general corporate law, commercial contract law, and intellectual property and technology licensing.
In the U.S. Army, DeCarlo served as a combat engineer and psychological operations officer in progressively responsible operational line and staff leadership roles in the United States, Germany and Iraq. His various assignments included operations coordinator and CENTCOM desk officer for the Army Operations Center Crisis Action Team in the Pentagon supporting Operations Noble Eagle and Enduring Freedom. He earned a Bronze Star for meritorious service for his work with a tactical psychological operations company in Tikrit, Iraq during Operation Iraqi Freedom.
Active in his community, DeCarlo serves as chairman of the board of directors for the Veterans Leadership Program of Western PA, a nonprofit organization that helps veterans in need. He is also a board member of the National Flag Foundation, a nonprofit group whose mission is to teach respect for the U.S. flag, pride in country and responsible citizenship.
