Level Access Research Finds Broad AI Adoption Isn't Closing the Accessibility Gap

Eighth Annual State of Digital Accessibility Report finds 80% use AI for accessibility, but no single use case was adopted by more than 31% of respondents

STAFFORD, Va., Sept. 16, 2026 /PRNewswire/ -- New research from Level Access finds that AI is accelerating how digital experiences get built far faster than how they get tested, widening an already-significant online accessibility gap. The Eighth Annual State of Digital Accessibility Report, a survey of 2,530 professionals across the U.S., U.K., and Europe, surfaced that among respondents who use AI, 99% say it has accelerated at least one stage of the software development life cycle, including design (61%), planning (58%), and development (51%). Only 30% say the same for QA and testing, suggesting organizations that treat accessibility as a final QA checkbox may struggle to keep up with AI-enabled workflows.¹

Accessibility work is starting earlier, with 35% of organizations now addressing it during planning compared to 28% in 2025. However, the report attributes most of that shift to AI compressing the early stages of digital experience creation, rather than to teams embedding accessibility more deliberately. If accessibility is not built in from the start, teams are left choosing between shipping accessibility issues, or delaying releases to fix them after design and development are already finished.

Independent research confirms many teams are choosing the former: WebAIM's annual analysis of the top one million home pages found Web Content Accessibility Guidelines (WCAG) version 2 failures on 95.9% of them in 2026, up from 94.8% a year earlier, ending six consecutive years of improvement.² AI is trained on that same broken web, and carries those same gaps forward by default.

The report, produced in partnership with the Global Initiative for Inclusive ICTs (G3ict) and the International Association of Accessibility Professionals (IAAP), recommends organizations build accessibility checkpoints into AI-accelerated planning, design, and development processes to ensure that, as their output scales, it remains accessible, keeping human judgment in the loop for maximum impact.

"Organizations that succeed will use AI to scale their efforts while ensuring that human expertise and the perspectives of people with disabilities continue to guide decisions, validate outcomes, and shape inclusive experiences."

Five key insights from this year's report:

Based on a survey conducted by independent research firm Sapio Research, the report finds:

  1. AI adoption is broad but shallow, and most professionals say a human still has to check the work. Eighty percent of professionals use AI for digital accessibility, but adoption of specific use cases stays narrow, from developers finding and fixing issues in their IDE (31%) to identifying requirements in planning (28%). Eighty-nine percent say people must stay closely involved as AI use grows, rising to 97% at the most mature programs.

  2. Program maturity decides whether speed becomes risk or advantage. Organizations with strong governance, training, and shared ownership are nearly six times as likely to say AI helps them prioritize the right issues, and nearly three times as likely to say it helps them work proactively, than organizations without those markers. AI use alone barely moved the needle: Among organizations that improved on every accessibility metric they track, AI use was only 10 points higher than the overall sample, while durable practices were 28 to 41 points higher.

  3. Legal and regulatory exposure follows the same maturity line. Among respondents who track reduction in legal or regulatory action over inaccessibility as a program metric, those at organizations with mature accessibility practices were roughly three times as likely to report reduced legal action over the preceding 12 months (65% vs. 20%), and roughly four times as likely to report reduced regulatory contact (68% vs. 17%).

  4. Procurement is enforcing the proof requirement. Eighty-three percent of organizations now require documented proof of accessibility before buying digital products, up from 75% a year ago, and 42% require it every time.

  5. Accessibility is a competitive advantage. Eighty-four percent of professionals say so, consistent with last year's survey. Asked how accessibility factors into AI purchasing, one respondent described, "We ask vendors to demonstrate how their outputs perform against WCAG 2.2 success criteria and whether their systems can produce appropriately tagged, structured content by default."

Methodology

Sapio Research surveyed 2,530 professionals online during June and July 2026, including 2,050 from the general market and 480 from the Level Access and IAAP communities. Every respondent had some involvement in creating or maintaining digital experiences. Fifty-two percent are based in the U.S. and 43% in the U.K. and Europe. Ninety-seven percent work at organizations with 1,000 or more employees. The seven program readiness markers map to the dimensions of the Level Access Digital Accessibility Maturity Model (DAMM™).
