Judlau Contracting, Inc. Announces The Start Of A Community Engagement Initiative For Canarsie Tunnel Rehabilitation Project

COLLEGE POINT, N.Y., Aug. 1, 2017 /PRNewswire/ -- Judlau Contracting, Inc. announces the start of a community engagement initiative for the Canarsie Tunnel rehabilitation project intended to repair the extensive damage caused by Superstorm Sandy.

Judlau is the lead member (70 percent) in the JV with TC Electric, LLC for the $477 million project awarded by MTA New York City Transit.

The Canarsie Tunnel is a major under-river transit connection linking the boroughs of Brooklyn and Manhattan in the City of New York via the busy L subway line. This project includes post-superstorm Sandy rehabilitation of the Canarsie Tunnel, core capacity improvements to the First Avenue Station and Bedford Avenue Station, and construction of a new Avenue B substation. Straphangers will be detoured beginning in April 2019 when repairs to the Tunnel will cut service between the boroughs of Brooklyn and Manhattan.

Preparations will include early outreach to community leaders and their constituents who will be affected by the project.

In 2012, superstorm Sandy wreaked havoc on New York's infrastructure. During the storm, the Canarsie Tunnel sustained extensive damage when millions of gallons of salt water flooded the tunnel, damaging much of the electrical and communications equipment and subsystems. As a part of the project, the Judlau-TC Electric JV will perform civil and structural work to strengthen the tunnel's infrastructure, repairing defects and replacing the track bed, rails, ties and other components.

The project includes upgrading structural, power, lighting, signals and communication components in the tunnel. In addition, the team will perform street excavation activities, relocation of utilities, and complete station improvements and enhancements at the First Avenue Station in Manhattan and Bedford Avenue station in Brooklyn. As a preventative measure, Judlau will install flood mitigation and protection systems to reduce the risk of future flooding and protect critical components. The project will allow for increased train frequency on the L line.

The Canarsie Tunnel project has an aggressive three-and-a-half year timeline and includes a 24/7 work schedule. Judlau and TC Electric have committed to subcontracting approximately $81 million of work to Disadvantage Business Enterprises (DBE) construction firms. The joint venture team will work closely with MTA's team of designers, engineers, and experts to ensure successful delivery of the project.

Judlau has successfully delivered dozens of projects for the MTA valued at nearly $4 billion. Between Judlau and JV partner TC Electric, the two companies have completed or are executing eight Sandy related projects for various Metropolitan Transportation Authority (MTA) agencies, with the work valued at over $1.2B. Of these projects, five are for the repair and resiliency of Vehicular or Subway under-river tunnels. The previous projects awarded to Judlau and TC Electric are progressing on schedule or were completed on-time or ahead of schedule. The most noteworthy of these are the fast-tracked 24/7 Montague Tube project and the South Ferry Station rehabilitation project which were completed early and under budget.

In December 2016, Judlau successfully completed the 72^nd and 63^rd street stations for the new Second Avenue Subway. The historic Second Avenue Subway project was delivered on-time and is celebrated as a major milestone in New York's transportation history.
