Lifeline is a government benefit program that provides discounted or free cell phone service to low-income individuals in need. Cellular service providers like Q Link Wireless provide the cell phone service to qualified and approved Lifeline subscribers.

Although the Lifeline program may be viewed as a Democratic program created under the Obama Administration, Asad proves this myth as false in "The Lifeline Program through the Years: From Origins to the Present". The Lifeline Program was actually instituted by the Federal Communications Commission (FCC) under the Reagan Administration in 1984, and updated in 2005 under the Bush Administration.
