Houston Law Review's Frankel Lecture brings panel discussion on eve of national election

HOUSTON, Oct. 30, 2012 /PRNewswire-USNewswire/ -- The election is only days away and the deciding issue in the minds of voters will likely be the state of the economy at all levels. Recovery from the economic downturn has been slow. Municipalities and other governmental units have been wrestling with the same dire straits as individuals, and there have been high-profile formal restructurings from coast to coast.

A distinguished panel brought together by the Houston Law Review at the University of Houston Law Center will address the question "Is Bankruptcy the Answer for Troubled Cities and States?" in the 17th Annual Frankel Lecture Friday, Nov. 2.

The keynote speaker is David Skeel, professor of corporate law at the University of Pennsylvania Law School and author of books and numerous articles on finance and bankruptcy. He will address the issue in light of three recent developments: the increase in municipal bankruptcies, the U.S. Supreme Court's health care decision, and the economic crisis in Europe. Commentators on Skeel's address are Anna Gelpern, a professor at American University Washington College of Law, and Clayton P. Gillette, professor of contract law at New York University School of Law.

The lecture, sponsored by the Frankel Family Foundation, will be from 8:30 – 10:30 a.m., Friday, Nov. 2, at the Doubletree Hotel, 400 Dallas Street, downtown Houston.
