Inovalon will share findings from the new study, entitled "An Investigation of Medicare Advantage Dual Eligible Member Level Performance on CMS Five-Star Quality Measures," which is anticipated for broader release later this year.

Since the implementation of the Affordable Care Act, many have believed that dual eligible beneficiaries, representing more than nine million people in the U.S. who are covered by both Medicare and Medicaid, are more challenging to support. The full Inovalon study is designed to examine, for the first time, member-level performance variations within plans while controlling for member clinical, demographic, socio-economic, and community characteristics.
Inovalon conducted its research in collaboration with Cigna-HealthSpring, Wellcare, Healthfirst, Gateway Health, Blue Cross Blue Shield Minnesota and Blue Plus, Health Care Services Corporation (HCSC), the SNP Alliance and Medicaid Health Plans of America (MHPA).
The Inovalon research relies on member-level Medicare Advantage data extracted from Inovalon's Medical Outcomes Research for Effectiveness and Economics Registry (MORE² Registry®). MORE² contains information derived from more than 8.7 billion medical events generated by more than 112 million unique and de-identified members nationwide and 719,000 physicians. The data include age, gender, race/ethnicity and comprehensive information on diseases/diagnoses, chronic conditions, medical and pharmacy utilization, and a broad range of primary clinical data, amongst other data elements. Additionally, datasets were utilized that contained socioeconomic and sociodemographic characteristics, as well as community resources availability and other factors impacting health. This analysis is the most comprehensive study of dual eligible member populations to date.
