Höegh Evi and PETROS to develop LNG terminal in Sarawak

KUCHING, Malaysia, Sept. 30, 2026 /PRNewswire/ -- Höegh Evi, a leader in floating energy infrastructure with worldwide operations and management based in Norway, and Petroleum Sarawak Berhad (PETROS), Sarawak's state-owned oil and gas company, have entered into a Joint Development Agreement (JDA) to jointly develop the proposed Kuching Liquefied Natural Gas (LNG) Terminal as part of the Kuching Low-Carbon Hub (KLCH) development in Sarawak, Malaysia.  

The project is expected to contribute to Sarawak's energy security, support growing energy demand and enable the development of new industries in Kuching. The LNG Terminal will be a key catalyst for KLCH's development by supplying natural gas for power generation in Kuching.

Under the agreement, PETROS and Höegh Evi will jointly develop, own and operate the Kuching LNG Terminal, comprising a floating storage and regasification unit (FSRU), mooring infrastructure, subsea and onshore pipelines, and onshore receiving facilities.

Partners for long-term development in Sarawak

The partnership brings together PETROS' role as the Master Developer of KLCH, driving the development of an energy and infrastructure ecosystem that will support Sarawak's next phase of growth, with Höegh Evi's experience as owner, developer and operator of FSRUs and maritime energy infrastructure.

Flexible infrastructure to support Sarawak's future growth

The project is being developed with the aim of delivering its first gas by end of 2029, with PETROS and Höegh Evi continuing to assess opportunities to accelerate delivery in line with growing demand. The LNG Terminal will support Sarawak's evolving energy needs and provide a range of services, including small-scale LNG distribution, truck loading, bunkering, storage and reloading activities. 

Both parties will also explore opportunities for knowledge sharing, training and skills development to strengthen local capabilities to support Sarawak's long-term energy development.
