Hillard Heintze Establishes Independent Council of Major City Police Chiefs to Advance Excellence in Policing and Public Safety
The Hillard Heintze Senior Leadership Council (SLC) includes Kathleen M. O'Toole, Harold L. Hurtt and Robert Parker, Former Police Chiefs of Boston, Houston and Miami Dade
CHICAGO, April 7 /PRNewswire/ -- Today, Hillard Heintze announced the formation of an independent panel of retired major city police chiefs. Dedicated to bringing national and international best practices to the pursuit of excellence in policing and public safety, the Hillard Heintze Senior Leadership Council (SLC) consists of select senior law enforcement executives with outstanding career-long records of leadership and achievement appointed by Hillard Heintze partners and co-founders Terry G. Hillard and Arnette F. Heintze.
In addition to Hillard and Heintze, the Council includes three other major city chiefs. Kathleen M. O'Toole, formerly Boston's Police Commissioner, currently serves as the Chief Inspector of the Garda Síochana Inspectorate, the governance and oversight body responsible for bringing reform, best practices and accountability to the 17,000-member national police service in Ireland. Harold L. Hurtt is the former Chief of Police of Houston, Phoenix and Oxnard, California. Robert Parker retired last year as the Director of the Miami-Dade Police Department, the largest local police department in the Southeastern United States. Also on the Council is Hillard Heintze Senior Vice President Kenneth A. Bouche, retired Colonel and CIO with the Illinois State Police and one of this nation's leaders in applying best practices in information technology to the highly specialized and often unique needs of law enforcement, emergency preparedness and crisis response.
Each panel member was chosen, in part, for the passion and experience that they bring to strategic issues – such as advancing community-oriented policing and supporting the principled leadership, command effectiveness and community impact of their colleagues on the frontlines of law enforcement in cities and high-population urban centers.
"I know from personal experience," says Terry Hillard, retired Superintendent of the Chicago Police Department, "that access to independent, objective counsel from highly experienced law enforcement executives can be very useful at times, across a number of different issues and challenges." CEO Arnette Heintze agrees. "That's particularly true when this insight can be tapped at will from retired major city police chiefs who stand completely outside of the organization and yet bring to the table a collective perspective based on emerging best practices in quite a few very critical areas. Not just law enforcement, but also homeland security, public policy, intelligence and counter-intelligence, information sharing and emergency management, to name a few..."
In short, the Senior Leadership Council supports the ability of mayors, police chiefs, sheriffs, city managers and council members as well as their executive decision-making teams across the U.S., North America and the world to identify, evaluate, prioritize and implement opportunities to enhance and improve strategies, operations and outcomes in policing and public safety.
Supported by a team of administrative and operational resources at Hillard Heintze's global headquarters in Chicago – the Council delivers value to clients and constituents through the following services: (1) comprehensive and independent assessments of police department operations; (2) independent monitoring of consent decree requirements as well as pre-decree strategy development and negotiations; (3) development and application of best practice-based crime reduction strategies; (4) enablement of collaboration, partnership and information-sharing; (5) promotion of community-oriented policing strategies; and (6) participation as external members of advisory boards and commissions.
