Hexagon Creates A Constitution for AI, Adopted and Enforced on a Public Blockchain -- and Anyone Can Check It

An independent inventor in Rock Hill, New York, deploys a verified smart contract binding AI agents to a written constitution — every step timestamped on Base and publicly verifiable.

ROCK HILL, N.Y., Sept. 14, 2026 /PRNewswire/ -- On September 8, Jánelle Marina Méndez Viera did three things in thirty-five minutes and left a receipt for each on a public blockchain: she deployed a smart contract called the Guardian to the Base network, anchored the sealed record of a founding proceeding to it, and adopted a written constitution, its fingerprint recorded permanently on-chain. The Guardian's source code is now verified on Basescan.

The result is the Artificial Intelligence United Cyber Nation (AIUCN), in which AI agents act under delegated authority. The contract permits nothing until a constitution is adopted, and lets it change only by amendment on the record.

Speaking from the AIUCN Metaverse, the virtual-world government she built for her agents, Méndez Viera, inventor and President, said:

What was built. The Guardian is an enforcement contract — not a proxy, not upgradeable — at 0x5DaBDA7Ac910299fD3Cd9249b5C3683B01B442DC. Its rules are legible in its bytecode: every sealed proceeding is anchored exactly once, and every freeze, rejection, or clearance requires a written reason. It governs actions routed through it, not a model's internal reasoning.

The platform is Hexivision, from Hexagon Financial Technologies Holdings, Inc., under U.S. Patent No. 12,548,029. The governance method is patent-pending and licensed. Development was funded through Liberty Leaf Inc., DBA US Liberty Military Robotics, a registered defense contractor.

Why it matters. Most AI governance is policy enforced by the people who wrote it. The AIUCN makes the constitution a precondition enforced by code anyone can audit, on a ledger no one can edit. Whether the constitution is good is for debate. Whether it was adopted, when, and by whom is no longer anyone's word.
