In the Health Reform Update for the past two weeks, the health insurance Marketplaces created by the Affordable Care Act (ACA) appear poised to hit their initial target of seven million consumers despite the initially flawed rollout. The final tally could rise even higher as the Centers for Medicare and Medicaid Services (CMS) extends the March 31st deadline until mid-April for those who applications were in process but could not be completed due to technological glitches. Several state-based Marketplaces granted similar extensions.
A RAND Corporation study concludes that the Marketplaces, Medicaid expansion, and other ACA measures have now expanded coverage to more than 9.5 million previously uninsured Americans. This expansion occurred even though most consumers eligible for ACA subsidies have yet to enroll.
CMS proposes a broad set of rules that further compensate insurers for losses they may incur as a result of the flawed Marketplace rollout, requires broader provider networks for 2015, and prevents states from obstructing navigators and other enrollment assisters. The agency also issues final rules requiring Marketplace insurers to accept premium assistance payments from the federal Ryan White HIV/AIDS program.
