WASHINGTON, June 12, 2013 /PRNewswire-USNewswire/ -- Family Research Council (FRC) praised the passage of U.S. Rep. Trent Franks' (R-AZ) Pain-Capable Unborn Child Protection Act (H.R. 1797) in the House Judiciary Committee this afternoon. A floor vote will be taken next week.

Anna Higgins, director of the Center for Human Dignity at FRC, said of the vote:
"Modern science shows that the unborn child is fully capable of experiencing pain by 20 weeks after fertilization, hence the reason unborn babies are regularly given anesthesia during prenatal surgery.
"What Kermit Gosnell did to babies outside the womb caused them to experience horrific pain. The only difference between his actions and legal late abortion is the location of the child. The majority of Americans oppose late abortion and Rep. Franks' bill, if passed, would put an end to this cruel, inhumane procedure," concluded Higgins.
