Former CIA Inspector General Joins KPMG To Lead Federal Forensic Practice
Appointment of David Buckley Bolsters Firm's Investigative and Integrity Capabilities for Federal Civilian Agency Clients
NEW YORK, March 16, 2015 /PRNewswire/ -- KPMG LLP, the U.S. audit, tax and advisory firm, today announced that David Buckley, former Inspector General for the Central Intelligence Agency (CIA), has joined the firm as a managing director in its Forensic Advisory Services. In this role, he will lead KPMG's Federal Forensic practice, with primary responsibility for providing investigative and integrity advisory services to civilian agencies within the Federal government, entailing fraud risk assessments, compliance and ethics program development and integrity monitoring.
Buckley was nominated by U.S. President Barack Obama to serve as Inspector General for the CIA from October 2010 to January 2015. In this role, he provided independent statutory oversight of the CIA and assessed agency programs for effectiveness, economy and efficiency. He led internal investigations of fraud, waste, abuse and improper activities, and managed audit and inspection programs designed to assess and mitigate risk throughout the CIA.
"KPMG deploys highly effective methods to help public and private sector clients to identify and prevent waste, fraud and misconduct," said Buckley. "I am excited to spearhead the expanding efforts to deliver the firm's leading edge investigative capabilities to Federal clients in need of this critical assistance."
KPMG's experienced and knowledgeable Forensic professionals work with clients to help them put approaches in place to detect and deter fraud and misconduct risks. The appointment of Buckley to this important leadership role bolsters the firm's strategic efforts to devote Forensic resources and talent to help Federal agency clients maintain a high degree of integrity and ultimately safeguard the public trust.
"Federal civilian agencies are increasingly challenged to mitigate new and evolving types of fraud, waste and abuse," said William Phillips, Principal in Charge of KPMG LLP's Federal Advisory Services. "David's depth of knowledge and skills in the areas of independent oversight, internal controls and internal security are invaluable to these clients as they seek to manage these risks."
Prior to serving as Inspector General for the CIA, Buckley has more than three decades of Federal government experience in both the executive and legislative branches, including as Staff Director for the Minority, Permanent Select Committee on Intelligence for the U.S. House of Representatives and as Chief Investigator for the U.S. Senate Permanent Subcommittee on Investigations.
Richard Girgenti, Principal and National and Americas Leader for KPMG LLP's Forensic Advisory Services, said "We believe that our clients will benefit tremendously from the proven leadership that David brings with him in business risk management and assurance across the public and private sector and we are thrilled to have him join KPMG."
Buckley has held previous investigative and leadership roles within the Inspector General offices of the U.S. Department of Treasury for Tax Administration as well as for the U.S. Department of Defense and for the Office of Special Investigations for the then U.S. General Accounting Office. He had also spent three years in the private sector as a consultant to Federal national security clients at Deloitte. He earned a Bachelor of Science from University of Maryland University College.
