FEMA Funds Dry Up For Homeless Families: Full Disclosure Network® Report
WASHINGTON, Aug. 1, 2011 /PRNewswire-USNewswire/ -- Michael Arnold, CEO of the L.A. Homeless Services Authority (LAHSA) appears with Rev. Andy Bales, CEO of the Union Rescue Mission in a Full Disclosure Network® video report on the dire circumstances of Federal funded emergency shelter programs. In this short video preview (2:30 min) Arnold and Bales reveal that funding from FEMA, the Federal Emergency and disaster services agency, has "dried up" to the point that the agency is over six months in arrears in payments to providers. FEMA's failure to pay homeless emergency shelter providers, such as the 120 year old Union Rescue Mission, has created a serious financial bind, causing the organization to withdraw from the FEMA winter emergency shelter programs entirely. Six, eight minute segments from a two-part cable television series are featured online (here) and on public and community TV cable channels across the nation and throughout California where the homeless population is centered in Los Angeles County.

Segment #2 Conflict Over Homeless Care
Concern grows regarding the goal of a Federal policy (FEMA and HUD), and L.A. County requiring shelter providers to shut out families in order to create public awareness.
Segment #3 Funds Withheld From Union Rescue Mission who is owed $350,000 from last winter LAHSA-FEMA
Segment #4 Government #1 Goal: Community Housing CEO Mike Arnold describes how he administers the LAHSA multi-millions in HUD and FEMA Federal Funds that are dispersed by the City and County.
Segment #5 Private vs Public Homeless Programs Rev. Bales vows the URM will continue winter emergency services with private funds to keep families off the streets.
Segment #6 Number One Goal of Union Rescue Mission is supporting "life transformation" for the unfortunate with counseling, job training, and housing requiring sobriety.
