Fattah's Fiscal Fairness Bill Gains Support From Education Advocates
WASHINGTON, May 6 /PRNewswire-USNewswire/ -- Eighteen major education and civil rights organizations have signed up to support the Elementary and Secondary Education Fiscal Fairness Act. The legislation introduced by Congressman Chaka Fattah (D-PA), the principal Congressional champion for educational equity, would correct the comparability loophole in Title I of the Elementary and Secondary Act (ESEA). The bill makes certain that school districts that receive the designated funds are distributing them on a fair and equal basis.
The measure, H.R. 5071, requires the equal division of state and local funds – including teacher salaries – to all schools within a school district. The objective is to ensure that schools in high poverty areas receive the same resources as schools in lower poverty neighborhoods.
In a letter to Congressman Fattah, heads of the following organizations applauded the ESEA Fiscal Fairness Act to help end the unfair budgeting practices of school districts that they say deny poor children the resources they need to succeed.
- The Center for American Progress Action Fund
- Children's Defense Fund
- Citizens' Commission on Civil Rights
- Civic Builders
- Democrats for Education Reform
- Education Equality Project
- Education Reform Now
- Hope Street Group
- Mass Insight Education and Research Institute
- National Council of La Raza
- National Hispanic Caucus of State Legislators
- National Indian Education Association
- National Urban League
- The Education Trust
- The Mind Trust
- The New Teacher Project
- The Schott Foundation for Public Education
- United Negro College Fund
Fattah's bill would amend the ESEA which is up for reauthorization this year. The Congressman will be hosting a briefing Tuesday in the Congressional Visitors Center at 1:00: Fiscal Fairness in Education: Closing the Comparability Loophole. Those interested in attending are encouraged to contact the Congressman's office at (202) 225-4001.
