Review previous plans and procedures
Established procedures have value. When difficulties arise in business, one place to begin is a thorough evaluation of current systems. Use the business goals and purposes that have guided choices in the past as a starting point. If you have a company vision statement, use that as a measuring tool to review current practices.
Assign department heads or team leaders the task of assessing the company situation in light of their particular responsibilities and functions. Then bring them together to analyze and compile their ideas and insights. People looking at the same thing often see different parts of the situation.

Staying on top of the key problems while not ignoring the impact of lesser issues can keep corrective change going. During the brainstorming sessions avoid letting a much less important concern dominate plans and discussion. Keep the focus on target: solve the financial, staff and present and future problems.
Identify possible obstacles. Based on the past experience of the whole team ask: What can go wrong? What can be done in advance to prevent or moderate potential problems?
Compile the suggestions and make them the basis of constructing goals and a timeline for improvement. Schedule meetings to evaluate and tweak the plans.
Implement
Spread the decision throughout the organization.
Keep communication open as changes are implemented, even to the extent of creating new openness. If interaction upward from the lower levels has not been encouraged previously, consider setting up new ways to hear from the "worker bees." People at various levels of an organization have insights and information that can help or hinder depending on their ability to participate in positive change.
Set deadlines by constructing goals as checkpoints. Implement costs and completion of projects along the way. Use completion to celebrate and encourage everyone in the company.
