Liskov to the firm's Insurance/Reinsurance and Corporate groups; they join, respectively, as partner and senior counsel. Based in the firm's New York office, the lawyers represent an expansion of Crowell & Moring's transactional and regulatory capabilities to serve clients in insurance-related matters.

Sarchio has 37 years of experience representing a broad range of clients in insurance-related transactional and regulatory matters, including mergers, acquisitions, restructurings, insurance-linked securities and financings, reinsurance transactions, self-insurance and captive programs, and regulatory consulting and compliance. Liskov, a former deputy superintendent and general counsel of the New York State Insurance Department (now the New York State Department of Financial Services), has 35 years of experience representing insurers, reinsurers, producers, and financial institutions in insurance regulatory and transactional matters. Both lawyers join from Dentons LLP.

In addition to traditional insurance-related M&A and financing transactions, Sarchio's transactional experience includes demutualizations, reciprocal conversions, bank-insurer affiliations, and mutual insurer mergers, as well as insurance securitizations, catastrophe bond issues, and other insurance-linked securities transactions. Sarchio has also represented insurance industry clients in regulatory matters before the state insurance departments of Florida and New York, advised financial services and professional services clients on their D&O and professional liability insurance programs, and counseled non-insurance clients regarding their risk management and corporate insurance programs. In addition, Sarchio has advised state insurance departments and foreign governments on insurance-related legislative matters, including drafting Vermont's Captive Insurance Act and the U.S. Virgin Islands' Exempt Companies Act and Exempt International Insurers Act.
Liskov advises clients on the regulatory aspects of insurance mergers, acquisitions, and financing transactions, including domestic and cross-border purchases, sales, and dispositions of insurers and reinsurers. His work in this area includes securing all required insurance regulatory approvals. He also counsels insurance producers and banking institutions on insurance regulatory compliance matters and advises clients in insurance-related regulatory investigations. As part of his prior government service, he served as a New York state assistant attorney general, handling litigation for the then-New York State Insurance Department.

In addition to his law practice, Liskov is a lecturer-in-law and adjunct faculty member at Columbia Law School, where he teaches an upper-class seminar on U.S. insurance regulation.
